feat: DART disclosure and financial data collector service

- DART OpenAPI integration for disclosure crawling
- Financial statement extraction (annual/quarterly)
- REST API with health, streams, and trigger endpoints
- Redis Streams for async job processing
- Docker support with multi-stage build
